The data gathered and reported by citizen scientists is used by professional scientists and is typically available to the public. Anyone with an interest can be a citizen scientist; the complexity ranges from making and reporting simple observations with the naked eye to using very high tech equipment costing thousands of dollars.

This is a system in which organizations at the county level provide research-based information and educational programs, tailored to fit local needs, using resources from the state land grant university and the United States Department of Agriculture. In Colorado the Master Gardener program is administered by the Colorado State University, through each county's CSU Cooperative Extension office.
